Met by pure chance at an unfortunate visit to a local orphanage, Kitori at first deemed Loretta an overly-quirky Kindred with goals bigger than she could handle, While no single organization enjoys visits from the Civil Affairs Headmaster herself looking for money collection, Loretta may have been the one saving grace the orphanage had--and Kitori's, too. Loretta's extra work and donations to keeping the orphanage afloat directly to Kitori caught the latter's eye, and eventually the two crossed paths more often than not. Loretta so often checks up on Kitori and her work to the point it's spread rumors about the two in the division... yet, Kitori doesn't seem to notice. Kitori Kanna is an arctic fox Lesser Kindred with a very gentle disposition and lots of paperwork to process. She has been the Civil Affairs Division headmaster for almost 100 years.
